Brookings City Manager Janell Howard returned to work on February 1, 2023, after a seven month paid administrative leave, but controversy continues to surround the City Council’s decision to reinstate her as Brookings CEO. Howard was arrested at the Brookings Fred Meyer store on shoplifting charges last July, and the Council reinstated her, with a raise, despite protests from city workers and the public.  At least one Brookings police officer has resigned, and there’s talk of recalls.  KCIW investigates.
