Anger and outrage were heavy as the Brookings City Council met for their regularly scheduled meeting on March 13, 2023. It was standing-room-only as more than 75 people tried to crowd into the room to voice their displeasure with the City Council’s decision to reinstate Janell Howard as City Manager after her conviction for theft from the Brookings Fred Meyer store in July of last year. Ms. Howard and the members of Council sat impassively listening to the concerns of more than half a dozen people who spoke. Unfortunately, the City’s speaker microphone failed at the beginning of the meeting, so anyone watching the meeting on TV couldn’t hear what was being said. Luckily, KCIW had a recorder working.
